Marc Cuban, an American billionaire entrepreneur has playfully launched “The Mark Cuban Stimulus Plan - Open Source Funding“.

He has invited people to openly submit business ideas (along with business plans) on his blog. His will invest in those businesses which meet his 13-point criteria.
